Character count and POV

If my main character is present in 90% of the story is it normal to use a few different POV's?

My protagonist is 90% present and about 60% his POV.
2 other characters make up the bulk of the POV.
2 further major characters would be given 1 chapter each POV.

Is this ever done?

Also, as far as characters:

1 MC.
5 major characters
29 named characters, some very small. Some of these are historical people and help the story stay grounded.

Is this crazy?
