Placement of inciting incident

Okay, I'm positive this, or something like this, has been posted about in the past.
My question is simple: in a novel of normal length, about when should the inciting incident (the thing that really gets the whole ball rolling in the story) happen? I'm not talking about the hook. And I understand the basic notion that if you think of novels and stories in the three-act-structure it should come in that first third. I agree with that and understand that. My question, however, is how soon? Is 10,000 words in too late? Or is it relative to novel length and pace? I don't believe that it comes in the first chapter, necessarily. Those things might hook readers, they might intrigue readers, but they aren't necessarily the moment where the keys get turned in the ignition and things start rolling.

What do you think? Where have you ended up putting your inciting incidents? Is there such a thing as too early? Or too late? Or when is too early and when is too late?
