I find that when I'm writing it's best to give your characters something to react to, rather than have them make the first move. You develop them as people. Give them personalities, back stories, everything you need to know about who they are. Then you give them something to respond to. Meteorites crashing in their back yard, zombie apocalypse, disease, car crash, sexual ambiguity, a quest from a god... whatever floats your boat.
Do not have them go out first. Most people would rather just stay home and enjoy life. And I find that when the main character starts it's very easy to write yourself into a corner.
